Shall the City Charter be amended with respect to certain minor fiscal matters as follows: (1) Section 7.02, regarding detailed estimates of expenditures; (2) Section 7.03, adding noticed public hearings; (3) Section 7.06, changing reference to sections; (4) Section 7.07, deleting and reserving section; (5) Section 7.12, referring to bonds payable from general or enterprise funds; (6) Section 10.02 adding "except for residential utility customers"; and (7) Section 10.03, referring to disposal of utility assets?
