Shall the City Charter be amended with regard to certain major fiscal matters as follows: (1) Section 7.21, increasing dollar amount of items requiring going to bid to $100,000.00; and (2) Section 7.23, referring to adoption of an ordinance allowing the use of city forces to perform certain types of work?
